PURPOSE OF THE HSE POLICY

The purpose of this Health, Safety & Environment Management Document is to ensure that all work undertaken by contractors, including subcontractors, is conducted in a manner that:

• Protects the Environment, Health & Safety of PHCN employees on sites;
• Protects the Environment, Health & Safety of the Contractor’s employees;

• Establishes formal performance measurement procedures to monitor and evaluate the Environment, Health & Safety performance of all staff on project site;

• Establishes the specific elements of a contractor’s Health, Safety & Environment program and site specific Health, Safety & Environment plan to ensure continuous improvement in the overall Health, Safety & Environment of all employees including site visitors;

• Establish Health, Safety & Environment requirements for bidding, evaluating, awarding, and maintaining of contracts; and

• To set communication standards between the Contractor and the Project Management Unit of client.

HFGC ENERGY & POWER SOLUTIONS LTD. aim is to achieve the highest practical standards of Health, Safety & Environmental (HSE) Protection. We wish to demonstrate that we have in place Health, Safety & Environment Management System (HSE-MS), with a systematic approach to manage HSE issues that meet HFGC ENERGY & POWER SOLUTIONS LTD. Corporate HSE Policy objective. This document is initiated to provide essential reference for all staff to ensure that in planning and execution of all activities HSE risks are identified and effectively managed. This will enable us achieve our safety goals thus:

* Provide a healthy and accident-free workplace
* Minimize the impact of our activities on the environment. * Continuously improve our HSE performance

The issue of safety in all endeavors has assumed greater prominence in recent years the world over. It is an established fact that the application of strict Safety procedures is the only panacea to accident, injury to staff, loss of man-hours, risk to health or death.

Our Company in realization of the above dangers initiated and has continuously upheld the highest degree of commitment to safe working measures by staff and other persons dealing with us.

This document is expected to provide the advocacy that is needed to inculcate safety consciousness in all company staff as they carry out their individual and collective assignments. Management hopes that this effort and its full utilization would yield expected results.

As an indigenous Company involved in Electrical and Mechanical Engineering works, Material Supply Services, Haulage, and general Oil field services, the management is aware of the hazardous nature of our jobs and intends to always execute all phases of our work in a safe and economic manner.

It is our policy to carry out our operations in such a way that the health, safety, environment and security of our employees, equipment as well as that of others who may be affected are safeguarded.

In this regard, all relevant Government legislation on Health, Safety & Environment matters as well as our client rules and regulations shall be strictly observed.

In order to achieve these goals, the management of HFGC ENERGY & POWER SOLUTIONS LTD shall continue to accept both its legal and moral obligation towards its work force by creating a safe, secure and healthy working environment, well defined accident prevention measures and training for all employees.

We will do everything within our reach to minimize the impact on the environment in which all its operation is carried out and will ensure the protection of life and property of the neighbouring community in which it operates.

The company strongly believes that Health, Safety & Environment targets must be given equal priority as well as production and financial targets.

To this end, every HFGC ENERGY & POWER SOLUTIONS LTD. employee must integrate HSE policy into all the company daily activities especially during job planning and execution.

Every employee is expected to report unsafe act and unsafe condition to their foreman and suspend unhealthy and dangerous operation until safe work system is ensured.

It will be the duty of every employee to take reasonable care of health and safety of himself, his fellow employees and other persons who may be affected by his actions at work. All employees are made aware that HSE is a line management responsibility; hence part of our commitment shall therefore be to provide a good working environment for all.

It is mandatory for line management and supervision to ensure that all personnel are aware of and adhere to company Safety rules and regulations.

Disciplinary measures against offenders of safety rules will be enforced irrespective of status. Consequence Management is in place.

Finally, management is aware that no matter how well written a policy is, its implementation and success lies squarely on every individual worker’s effort, therefore the cooperation of everyone is required to achieve the stated goals.

HFGC ENERGY & POWER SOLUTIONS LTD. Management is fully committed to HSE and has a management system to enhance the credibility of its HSE policy and objectives and to communicate HSE issues. In practice, management is committed to providing enough resources to perform all HSE critical activities to the right quality and within agreed schedule. The management is also committed to develop, operate and adhere to the HSE policy and to achieve strategic objectives.

The Company’s HSE culture is based on:

• Setting clear objectives and targets for HSE and reviewing performance at regular intervals.

• Belief in company’s ability to continually improve HSE performance.

• Unconditional acceptance by all staff of compliance with HSE policy and its implementation principles as pre-requisite for employment.

POLICY AND STRATEGIC OBJECTIVES

PURPOSE

The purpose of this HSE Plan is to ensure that we carry out appropriate action to comply with all applicable regulations governing Material supply services, haulage, construction, general industry and client requirement and to provide a standard procedure for all work activities necessary for the enforcement of health and safety policy, for conducting safety audits and reporting to supervision.

• Provide a standard method of reporting occupational injury, illness or fatality to client.

• Provide a standard method of storage and disposal of hazardous waste in accordance with statutory requirements.

• Provide a basic outline for HFGC ENERGY & POWER SOLUTIONS LTD. and Client required employee training and documentation.

• Provide a basic outline for the establishment of site medical and sanitation facilities and arrangement of outside medical back up.

• Provide for basic fire prevention program and ensure that hazardous, flammable and combustible materials are handled and stored in accordance with applicable standards.

•Ensure that all required written procedures are in place and conform to all required regulations. • Eliminate or reduce personal injury and damage to properties, materials and equipment.

SCOPE

This document shall be used as a baseline for implementation and enforcement of HFGC ENERGY & POWER SOLUTIONS LTD. HSE Policy during Material Supply services, Haulage, Civil, Mechanical, Electrical and general oil field services.

It summarizes the safety and health measures to be taken during site startup, work execution and use of plants and equipment.

All local government law, municipal ordinance, or rules and regulations prescribing safety for Material supply, Haulage and construction works shall prevail throughout the duration of the site work activities.

HEALTH, SAFETY AND ENVIRONMENT (HSE) MANAGEMENT POLICY STATEMENT

HFGC ENERGY & POWER SOLUTIONS LTD. recognises the hazardous nature of its operations and the adverse consequences of its failure to observe, assess and control or completely eliminate the unsafe acts and conditions that could result in accidents or incidents.

HFGC ENERGY & POWER SOLUTIONS LTD. is therefore committed to executing its activities to ensure a safe and healthy working environment for all employees and the safety of persons living in the vicinity of the installation. The company goal of NO Lost Time Injury (LTI) in every project will be achieved by maintaining proactive HSE programs designed to prevent accidents and incidents.

HSE is of equal importance as other business activities.
No activity shall be carried out unless considered safe.
Safeguard the health and safety of all employees, contractors and third parties.

Strive to minimize the impact of activities on the environment.

Maintain good relationship with host communities and all stakeholders.

Strive to enhance security of life and equipment

We believe that every job could be done safely.

In the implementation of this policy HFGC ENERGY & POWER SOLUTIONS LTD. will observe the following:

All staff will undergo induction training on their first day of work. This will be enhanced and reinforced through daily toolbox meetings.

All equipment to be deployed on the project shall be subjected to pre-mobilization inspection process and certified.

All technical personnel on the project shall be certified to possess appropriate professional competence.

All key operations shall be subjected to hazard analysis and appropriate controls shall be implemented during execution.

Plans and procedures shall be in place to respond to any emergency or loss of control.

Scheduled Audits, inspections, drills for emergency preparedness and other programs as a continuous machinery for identifying hazards, unsafe acts and conditions at the work place shall be carried out.

Rewards and sanctions scheme will be introduced to ensure compliance with safety and health rules, regulations and safe work practices.

These policies address specific risks that can have negative impact on lives, assets, the Environment and health of our Client, workforce, sub-contractors, host communities and other parties that injury might be affected by company activities.

COMMUNITY RELATIONS POLICY

It is HFGC ENERGY & POWER SOLUTIONS LTD. policy to maintain mutually beneficial relationships with host communities. To achieve this goal HFGC ENERGY & POWER SOLUTIONS LTD. will cooperate with and work through the CLO’S in the local communities to ensure that the local communities are aware of HFGC ENERGY & POWER SOLUTIONS LTD. activities and to ensure that any conflicts are resolved in a timely manner.

HFGC ENERGY & POWER SOLUTIONS LTD. will:

• Establish and maintain a close relationship with all of the local population to better understand their concerns, needs and aspirations

• Continuously assess and abate the social and economic impact of all business activities and to take needed preventive or mitigating measures

• Respond to formal community requests in an appropriate and timely manner
• Bring relevant issues affecting host communities to the attention of the client and appropriate authorities. • Prior to mobilization pay a visit to the community chief and leaders
• Report community disturbance or threat to its client without delay.
HEALTH POLICY

The HFGC ENERGY & POWER SOLUTIONS LTD. will operate a healthy workplace with no health incidents and improve the health awareness of its employees. To achieve this goal HFGC ENERGY & POWER SOLUTIONS LTD. will embark on these strategies:

• Pre-employment medical examination to determine fitness for employment. Fitness certification will be issued and revalidated annually.

• Reduction of exposure to hazardous substances, noise, vibration, chemical handling, and manual lifting • Prevention of malaria and other diseases

• Construction material and equipment shall be appraised to control health risks. Those proven or known to be injurious to health shall be discarded or minimized with use of the MSDS control.

• Work site supervision will be very intensive especially in the area of controlling hazards and their effects.

• HFGC ENERGY & POWER SOLUTIONS LTD. will provide a qualified nurse OR First Aider at the work site with adequately stocked first aid box. Maintain a retainer clinic where referrals are done or seek medical assistance from client’s medical centre.

• There will be no use or possession of intoxicants or illicit drugs by any person on any of the project work sites. Persons found to be in possession or under the influence of such substances shall be terminated from the job.

SAFETY POLICY

HFGC ENERGY & POWER SOLUTIONS LTD. aims to ensure that risk to personnel and equipment involved in the execution of the contract are identified, assessed and controlled to ALARP and that recovery measures are in place if otherwise. A system of incidents and accidents reporting will be implemented.

• Pre-mobilization inspection shall be carried out on all equipment including hand tools to be deployed for the contract.

• HFGC ENERGY & POWER SOLUTIONS LTD. will adhere to company’s journey management procedure that will include testing and selection of drivers, route mapping to facilitate planning and tracking of crew movement, training on defensive driving course and daily journey hazard analysis.

• Job hazard analysis shall be performed for all critical activities during every project; this will be cascaded to staff in toolbox talks and Job Hazard Analysis (JHA) briefings. These will be documented as evidence of compliance of safety requirements. Daily inspections will be carried out on all work areas.

• All personnel on the project shall wear appropriate personal protective equipment (PPE). Safety shoes, coveralls and hard hats will be provided to all employees as a minimum.

• Muster points will be located within construction site.
• All company personnel will receive a safety orientation before they commence work.

ENVIRONMENTAL POLICY

Waste constitutes environmental nuisance if not properly collected, handled and disposed. Waste shall therefore be collected, handled and disposed off in an environmentally safe manner as not to cause injury / impact negatively on plants, animals and the environment.

• The environmental impact of each activity shall be routinely monitored and controlled and corrective action taken as necessary.

• All practical measures will be taken to minimize the generation of waste and to manage and dispose of unavoidable waste in an environmentally acceptable.

• Construction wastes will be managed by segregating them in properly classified bins.

• All chemicals shall be transported, stored, used and disposed of in an environmentally acceptable manner. • All chemicals will be accepted from a supplier with the appropriate MSDS

• In all proper precaution shall be taken to avoid pollution to air, land or water. Dumping of waste into creek, rivers and swamps are not allowed.

SECURITY POLICY

HFGC ENERGY & POWER SOLUTIONS LTD. intends to manage security affairs as an integral part of its HES program and as part of company’s business to eliminate losses of materials and to eliminate injuries to personnel and property of all staff, client and third party involved in her activities.

• HFGC ENERGY & POWER SOLUTIONS LTD. will employ adequate number of experienced security guards.

• Access to project work sites will be controlled to prevent unauthorized entry as follows:

• Access will be allowed to only those persons who have official business and possess valid induction badge with valid photo identification badge. Only staff that has completed the minimum induction safety training would receive their access badges.

• Security personnel at the work site will be linked by GSM handset.

DRUG AND ALCOHOL POLICY

It is an offence for any employee of HFGC ENERGY & POWER SOLUTIONS LTD. to be under the influence of alcohol or in possession of or under the influence of any drug such as cocaine, amphetamine, marijuana, hashish or other illegal or control substances while working, residing or on our job site.

This policy applies to all operations and locations on a 24-hour basis. Unannounced searches and alcohol screening shall be conducted to ensure compliance.

USE OF PERSONAL PROTECTIVE EQUIPMENT (PPE)

All HFGC ENERGY & POWER SOLUTIONS LTD. employees involved in contract activities are expected to follow all safety guidelines and to also comply with the use of appropriate personal protective equipment.

All staff shall be issued with PPE appropriate for the activities carried out. NO SMOKING POLICY

HFGC ENERGY & POWER SOLUTIONS LTD. has a belief firmly rooted in the corporate health of its personnel, staff, and subcontractor as a measure of quality job delivery. It discourages all forms of smoking ranging from cannabis, barbiturates to tobacco in its company premise by its staff or in course of carrying out her operations.

This rule applies to all activities, operations, and daily routine associated with HFGC ENERGY & POWER SOLUTIONS LTD.

Accordingly, employees are subjected to periodic test to ascertain their health and level of nicotine and smoking related substances in their systems as a pre-condition to actively participate in the service of the company.

All culprits and violators to this policy are meted with stringent measures for disregarding/flouting company policy.

However, designated environment is provided to smokers while smoking is ban in several area of our operations including confined space, offices, flow stations etc.

Smokers risk their health on a platter of nothing. EQUIPMENT MAINTENANCE POLICY

All equipment MUST be regularly maintained. All unserviceable equipment shall be locked out and tagged as thus.

The objective of such routine Preventive maintenance is to reduce equipment Downtime and Lost time incidents resulting from lack of maintenance.

Routine maintenance and minor repairs shall be undertaken at the work site, while serious maintenance of completely broken-down equipment shall be done at the base.

Turn around maintenance shall be planned and executed twice a year. The aim being to put all equipment in serviceable order for hitch free operation/use.

It is mandatory that equipment operators report immediately any break down or faults observed in their equipment. Late reportage of faults shall be met with appropriate reprisals.

Toolbox meetings on proposed equipment maintenance MUST precede the maintenance work planned for each day.

All maintenance Crew must be trained and only experienced personnel shall be job placed and authorized to carry out maintenance.

All maintenance work shall be carried out in accordance with the Company’s safety maintenance procedures. The maintenance crew must be briefed before each maintenance episode.

The implementation of the maintenance policy shall be the responsibility of the Maintenance Engineer, who should report to the Base/Facilities Manager/Project Manager.

TASK AND RESPONSIBILITIES:

The company applies the Health, Safety, and Environment and Security policy herein after termed the policy both within the office facilities and on the construction sites.

The responsibilities for implementing the policy on the different locations are stated hereunder. MANAGING DIRECTOR
The Managing Director is the executive director responsible for implementing the policy.
Oversees the smooth execution of project by providing all technical and financial support required. Ensures all personnel and equipment are pre-mobbed before being deployed to site.

Analyses feedback from safety officer to ensure HSE regulations are met always.

Analyses feedback from Project Engineer to ensure targets, in terms of timely job execution and Quality Control meet specification.

Ensure HSE policies are updated and duly signed and that the workforce understands and implements these policies.

Ensure incentives are given for high HSE Performance and schedule for project HSE performance review is in place.

Ensures workmen compensation scheme for staff exist and is updated.

Ensures the workforce is adequately trained and that recommendations from Audit/Inspection/Investigation review reports are implemented.

SITE ENGINEER

Is the company designated management representative at the construction site. He is responsible for implementing the policy on site.

He shall act for the project manager and shall ensure that all personnel under his / her control are knowledgeable concerning all applicable provisions of company and client safety policy and shall take prompt and appropriate action to correct known safety deficiencies.

The extent of this delegation does not dilute the degree of accountability for safety in the Project Engineer

He has the following task and responsibilities:
To familiarize the personnel with Safety program and plan.

To provide safe construction equipment, tools and personnel equipment in sufficient number for the work to be performed and the workers involved.

To ensure client and owner’s when applicable work permits and all safety precautions have been obtained and properly taken.

To inspect the entire work area at least once a day to ensure that operations are being conducted in a safe manner.

To request his foreman to take immediate corrective actions if he discovers any unsafe acts or conditions. To execute Client’s or owner’s instructions in relation to safety, fire and environmental protection. SAFETY OFFICER

The Safety Officer shall assist the Site Manager in the execution of the company Safety program and coordinate with Client Safety Engineer in establishing a comprehensive accident prevention program within the respective work groups.

He has the following tasks:
To ensure the implementation of the company health and safety policy at the job site.
To familiarize him with the Safety program including accident reporting and work permit procedure.

Regularly inspect the construction area daily in order to ensure that the policy is being complied with and the program respected, produce a report for the Construction Manager and take and follow up appropriate corrective actions.

To coordinate with foreman and foremen in scheduling Safety Committee meetings and stand up safety meeting to be held daily.

To liaise closely with the client representative with regard to health and safety.

To work in close liaison with the appointed safety representative where applicable.

To ensure that all fire and safety equipment is regularly inspected and serviced.

To be involved in the training of new entrants and all levels of personnel on health and safety matters, including safety representatives and those undertaking tasks where particular hazards are involved.

To investigate all accidents or damage to the organization’s property and recommends corrective measures or the training equipment necessary to reduce such hazards.

To maintain all necessary registers and ensure that adequate training is given to employees appointed to such registers’ procedures, monthly accident figures and associated information.

To ensure that all sub contractors for approval of their safety policies and procedure maintained all relevant registers.

To maintain communications with subcontractors’ safety personnel.

To maintain contact with the local health and safety inspector.
Performed all other miscellaneous work relating to traffic, fire, safety and environmental protection work.

SITE NURSE
Responsible for reporting all accidents and keeping of all records of all injuries,
Arranges for any necessary medical exams,
Arranges for proper medical attention for employees injured in job
Renders first aid and makes arrangements for injured employees to be treated by a doctor (when necessary). Responsible for maintaining compliance with the Disease vector control program
Stop any unsafe act observed.

FOREMAN

Shall acts as area safety representatives and shall take immediate and firm action in the enforcement of safety policy.

Additional, Foremen shall inspect his / her crew to determine if workers are mentally and physically capable of performing assigned work.

INDIVIDUAL WORKERS

Each worker assigned on site shall receive before his mobilization a thorough safety induction course to provide him with the basic information regarding HFGC ENERGY & POWER SOLUTIONS LTD. Safety Program and other applicable rules and regulations and any other safety instruction provide by the client.

Each worker is responsible for observing all safety precautions applicable to his work and work area.
